The big news of the week in papers across the country is cheating on standardized tests. None of this is new, heck Steven Levitt and Stephen Dubner made millions exposing cheating in Chicago.

If given the chance, an incentive to cheat.
This week, several papers across the country have hopped on the education reform bandwagon and are "exposing" cheating in American schools.
My local paper the Detroit Free Press has collaborated with USA Today, the Cincinnati Enquirer, the Arizona Republic, ednewscolorado.org and the Henchinger Institute "to analyze millions of test score in Michigan, five other states, and the District of Columbia."
My question is a little more plain and simple.
Why?
