During the US Senate debate over ratification of the New START Treaty between the United States and the Russian Federation, Republican Senators expressed their concerns about which national security issues would follow during the Obama administration. In his Prague speech on April 5, 2009, the President framed his policy regarding nuclear disarmament and his vision for a "world without nuclear weapons." Senator Jon Kyl (R-AZ) and others made it clear that they did not share this vision during the floor debate on the treaty.
